I've been struggling for 3 months

I have been struggling for 3 months now to get this sorted out. I have spoken to about 15 call centre agents and 3 different team leaders. They keep on asking me a whole range of stupid questions and then they all give me the same response, "We will send it through to the IT department and they will get back to you". I'm starting to wonder if they even have a IT department because i never hear from them.
This is my last hope to get my problem sorted out.
I was overcharged on my data account at the beginning of January. I have tried everything to get it sorted out, but nothing has come of my efforts.
