Unable to get phone line in Greenstone Hill

I applied for a new Telkom line in Dec 2013. After having to follow up numerous times with the call center and at the local branch I was finally given a date for installation (Today, 28 Jan 2014). The technician arrived 3 hours after calling me for directions (this after I had phoned Telkom in the morning to inform them that the address they had me down for was incorrect and I knew the technician was going to be confused). It turns out Telkom has not connected the main box in my complex to the Telkom box in the area. How did they not pick this up during my application? Boggles my mind. Now that I have followed up with the Complex management they say that the response from Telecom is that there are "no funds" to connect the complex. I used to stay in another complex which is in the exact same road as where I currently stay and had a phone line installed without problems.
