Vodacom does not want to pay my money back

Never in my life have I experienced such incompetent service.
I posted a complaint on Facebook on the 27th December after Vodacom debited my partners account incorrectly by R4100, after talking to a staff memeber who do not have the slightest comprehension of debtors and creditors I was transfered to a supervisor Karel Mononyane has made false promises and igoners me.
After he told me that he will get a refund, he has now been told that he has to go to the bank and do a reversal. The supervisor Karel, who mentioned to me that I can call him anytime and just ask for him on the call centre number is now ignoring 3 emails that I have sent him already. Please can you explain to me why you are so quick to take peoples money but so slow on refunding them. In the meanwhile, I have now been told my the legal department that I have to wait another 3 weeks to get my money back. Should I be charging Vodacom with R100 service fee that they charging me for this incorrection?
