Told me I dont have to pay but still bills me

When I took out a line from Telkom they told me that there will be an installation fee, which I agreed to. Although it took Telkom 1 and a half months to do the installation because every time they sent a technition they were to lazy to run the cable from the Telkom box to my bushiness premises. When the last technician came after I complained even he had an issue, so I installed the cable MYSELF without his aid. I called Telkom and told them the what happened and they agreed that I wont have to pay installation because it was the technicians fault. Now I receive a bill saying I have to pay installation fee 3 months later. My line was not working from the 11th of December till 17 January and they also billing me for that. When I called accounts the lady said "Well you will just have to pay it". What rubbish is this that I have to pay for a service I DIDNT RECIEVE!
