Charged for warranty repair, phone only 7 months

I handed my Blackberry 9900 in at MTN Secunda for repairs on 12 Aug 2013. After waiting the said 3 week period I visited them only to find my phone is missing. After I did a bit of investigating I found my phone was never sent in to the Repair Centre. Only when I went to inquire did they sent the phone off on the 6 Sept 2013. Whitin 2 days I received my phone. As I suspected this phone wasn't repaired. I took it back. Contacted the regional manager, he assured me he will take care of this personally. Now I get messages from MTN that I have to pay R1577.00 for repairs otherwise they can't exchange the phone because they don't do repairs as per BlackBerry's rules. I don't see why I must pay anything as this has been dragged out for 2 months now. I spoke to the regional manager I found out the phone was never sent in for repairs in the first place. Only the second time after I started throwing a tantrum and investigating this was something done! Now I have to pay! Please I need help. This phone is only 7 months old. I have been with MTN for almost 10 years now. Now when I try to phone the regional manager his phone is on voice mail.
