Being ripped off and terrible service

Before we went to London for our holiday we contact Cell Click to activate the International roaming. We informed the person who helped us to put a limit on the account. She recommend that we take the " orange package" because it is not so expensive. Three days into our holiday we received a small telling us the account was suspended because of high account. So when we got back we phoned Cell Click and they informed us that our bill is R16000 add that was just for 3 days.
We will not be paying this account as we told the lady who we dealt with the put a CAP on the bill.
