Contract is not what was requested

In October 2013 I requested for a MyGig 2 contract with Vodacom in Vincent Park Mall, East London. After days of waiting, they informed me the device (wi-fi router) has been discontinued. I opted for another device (which I paid R135.00 for). I requested the contract to be capped at the 2Gig limit and it should be on a top-up. Siya, insured me it had been done as this is what I had requested.
She told me it was R89.00 contract R10.00 line fees which would be R99pm. This was what I wanted. This was the special advertised. My first account arrives with a balance of R621.00. There was no limit set on the account. On Dec 12 I contacted Vodacom Call Center and received ref # 332760578 and was told someone would call me. NO ONE DID. I called again and received a SR#: S3-T9S3J-J1EQ0. I was promised someone would call me back within 24 --> 48 hrs. NO ONE DID... 23rd Dec I called again and was told the issue is still being investigated and given SR#: A1-O8JB-FJO3D0 and was told I would be called back. The only person who walled was the Call Centre agent who said she would to see if Vodacom did call me. The CC says they cannot help me. The issue is being investigated
