They are not delivering my TV

I went to upgrade my contract as on1/july/2013.They told me that the TV on the package was going to take a month to be delivered.i waited for the month and after I saw that it was almost 2months without the delivery I went to them to check on what was happening.i was told that they want a TV licence I gave them the TV. Licence but even now they didn't process the delivery because I call their Call Centre and they said they can't pick anything under my account. I must get a USB number from that branch. I called them and the consultant who was assisting me told me to call after 10mins to give me the USB number.i called after 10mins and until now he can't answer my calls. I don't know if there is someone who can help me to get the TV.I am paying the package according to the agreement why can't they just be fair.
