Sim Swop charges - highway

I had to do a sim swop as my sim got damaged in a way. I went to my nearest Cell C branch and was informed that I had to pay R150 seeing that I am on Contract. I just want to know how on earth is this possible??? If you buy a new starter pack at any retail shop it would cost you 99Cents!!! I am very disappointed in the way that Customers get robbed! This must be stopped immediately!!!
