Cannot get telkom to Fix my Internet

In 2011 I got my first line installed at my residence which is in a complex. That time I use to have a lot of problems with my line and had a technician at my house on a monthly basis. Eventually the technician told me that we are running out of cable pairs in the underground cable and this will have to be replaced eventually. Telkom came out had a look and left it there. 4 years later we have now come to the point where there are no more cable pairs left. I logged my issue on the 18th of December after a lightning storm my 10 meg line dropped to a 4 meg line... After a whole lot of struggling and excuses like I'm now to far from the exchange, eventually Telkom sent out a technician and after three hours of trying to get my internet to work, he couldn't get me on 10 meg and get my voice line to work. So I was basically left with a choice either my full speed internet without a voice line or 4 meg unstable with a voice line. So I opted for the first choice. As a result my internet is now even more unstable than before and I don't have a voice line. I am struggling to get feedback on how long its going to take them to fix this. I am also getting excuse on top of excuse.
