Damaged Phone

I applied for a cellphone contract on the 3rd of January 2013, and i only got the phone on the 28th of January 2013, however this new phone that i got is not working, now i have to wait another 7 days for them to collect the phone and possibly another 7 days before i get another one, this is really a bad service, i'm really tired of this waiting.
