No internet connection during day

I signed up with Openweb as my ISP on 01 Jan 2014. My connection was not activated until the evening of 03 Jan. No tech help was available. Call centre promised a technician would get back to me. No one did. Thereafter I was unable to get a decent connection and could only get speed averaging a bare 1kbps during the day (6am to 6pm). In the evenings my speed would jump up to the required rate as per my package (2mg Gold) and revert to almost nothing in the morning. My calls to the Call Centre were greeted with "Our technician will get back to you." Eventually I was put through to a person called Mike who said that they were experiencing problems, I should be patient and he would get back to me within the day (today 09 Jan). I just missed his call and received a voice mail from him stating that I need to look at another (higher priced) package to suit my needs. I work during the day almost exclusively on my pc and require constant internet connectivity. Cannot understand why I cannot access the net during the day. I have had 2 previous ISPs and this has never been the case even with my 1mg line. I don't even get the speed of my old dial-up modem. Something is seriously wrong here!
