Bad internet speed

I'm having issues with Openweb's internet speed - the last time I phoned to complain, which was definitely not the first call to them, I was told that the package we have is an "After hour" package... and that it will be slower during the day and I must just accept that. At night the speed is okay but I'm not convinced that it is the full 4 mbp/s speed I'm getting, at least we can browse easily at night. I know we have the after hours package and I understand that it will be SLOWER in the day BUT... this slow? It takes ages for [URL Removed] to open. Other sites too - even local [URL Removed] sites - not to mention trying to stay connected on Skype!!! It is up and down the whole time, connecting and disconnecting the whole day... It's like having dial up!!! We have to wait for after hours to do our surfing, whats the use of having ADSL then?
