ADSL Internet speed ridiculously slow

I have a home ADSL 1MB/s line. From previous experience, this equates to around 100-120kbps stable internet download speed. However, i do not even see 10% of that most of the time. ADSL is suppose to be a stable and constant speed service, and not up and down like a wireless connection. My line speed fluctuates between 1kbps-130kbps where majority, and i mean about 90% of my connection speed is below 30kbps. With theses fluctuations, i deduct that my line is more than capable of handling the prescribed speeds, but I am not getting it at a constant rate as an ADSL service should be. This happens at any time during the day, with no improvement, whether it be in the after noon, or at midnight, thus this can not be accounted to throttling. Throttling cannot cost me 70% of my line speed in any event. I was informed our area supports 2MB/s.
Line was requested on 19/10/2013, activated 24/10/2013 Ref:87784414A.
Immediately after activation, i tested my line thoroughly and logged a fault due to my experience, Ref:46CRZ241013, i was assured that my line will be tested and the problem resolved. I received SMS, but no phone call, saying it has been resolved, but problem persists.
