Suspending my phone due to their fault

Seems each month it is something else about my account that they want to up.

My phone has been suspended again to lack of them keeping my billing account up to date on their side.
And what I really don't understand is the fact that my phone is a top-up account but each month it is a different amount that I have to pay. You see that is why I took a Top-up account cause I don't want a surprise each end of the month but guess what each month is still a surprise and the worst is after the fact that I am up to date with my account it seems that they figure a way out so that I am always in arrears which I am not.
I am so tired of arguing with their billing the department and taking to Olivia because every time I phone to find out what is going on she has a way of interrupting me so that causes me to not even be able to finish a sentence and question with out her interrupting me and still I have no clue what is going on that my account according to them is in arrears. I need this sorted out today cause on Friday I received a sms stating that they are reconciling my account? What the sort this out please I run a business and the fact that you can't decide what my account is make
