Impossibly slow ADSL is never resolved

Rosebank Exchange Telkom. We have upgraded to try to resolve the slow ADSL issue but it is even slower than before upgrade. Whenever we log a fault it is first escalated, then closed without being resolved. It is the MOST frustrating experience as no one is prepared to take responsibility. Our latest reference number is 420CRK230912. We are now at the end of our patience.
