Invoiced for undelivered device

In August 2013, we did an upgrade for my wife's cellphone account. After a month passed and we still have not received the new device. We tried to cancel the contract and the upgrade, without any response from Autopage.
At the moment we still have not received anything.
On this months bill we notices that they invoiced my wife with the new amount upgraded amount.
It is now over 4 months later, and we still have not received the new device.
I tried to speak with someone at the retention department numerous times. When I ask to be put through to a manager the phone cuts off.
Also I am being told that if the phone is not delivered they need to be credited with the phone. So if it is or lost, who will notify them of this? It is ridiculous.

This is probably the most pathetic service I have experienced from any supplier, ever.
I am desperate to speak to someone who has any clue what they are doing.

I will not do business with Autopage or Altech again, ever.
