DOES TELKOM DELIVER ANY SERVICE???

Our landline is out of order for THREE weeks!! There was no lightning or bad weather. The telephone line and ADSL was just dead. I reported it on the 16th December 2013. I have been at Telkom offices 3 times and just receive the answer "there are 400 phones out of order and there is a shortage of technicians". What happened to service??? If I am late with paying my account my phone get cut off but Telkom can take time as they wish to repair my service which I am paying for. What kind of contract is this between two parties? What makes this worse is it was over the festive period when you need to contact your loved ones. Will Telkom pay all my cell phone costs I had to make use of during this time due to the fact they did not repair my phone? There wasn't even a hint of excuse from their side? Is it because they have the monopoly when it comes to communication?
