Really getting tired of reporting this

On tuesday night we had some heavy rain in the area.
Since then I have been struggling with my internet connection again.
Friday evening my line was completely dead and didn't want to syn at all.
Saturday it connected (not at full speed) and was working.
Today I am connected (not at full speed) but my line goes dead every few minutes for about 20-30 seconds. It doesn't disconnect but there is no activity on the line at all.

Can someone please sort this out.
I don't know how many times I have to report that when it rains my line breaks.
How difficult can it be to find the problem that has to do with rain affecting my line.
