Handset Upgrade given to another customer!

I ordered the phone on the 20th November.
I was advised it was on back-order.
It finally was due to be delivered the week 9-14 Dec but I was a overseas.
I logged a mail request with Customer Care to say I was overseas and to email any comms through as my phone was overseas. This was ignored!
RAM tried to deliver the phone on 12th Dec but could not get hold of me as I was overseas.
The phone was sent back to Vodacom.
I called customer care on the 13th and they ensured me it would be re-delivered in a few days.
In fact it was given to another customer! This is absolutely not acceptable!
Then from Wednesday every day I called Customer Care following up.
Every call gave me different and conflicting information but assurance that the phone would be delivered.
On Friday 20th I was told they had not yet placed an order and would do so!
Today I call and am told to follow up with RAM with an order number u788404 which RAM tells me does not exist.
I then call Vodacom Customer Care back and get told there is no stock and I probably won't get the phone this year!
In the mean time I am being billed for a phone I do not have!!!
