Still tearing my hair out re horrific service

And here I am again!!!.. about Cell C. And if I hear 'We are doing upgrades in your area" once more, I think I am going to scream... I have been hearing this for months and months on end; in fact I was promised everything would be finished by the end of August. Now in the middle of December, I am struggling just as much to access the internet... in fact yesterday it took me over 21 minutes to open one email alone!!!
At least now I feel I am getting closer to the truth, as one Cell C employee actually eventually admitted that they have too many customers on the system, which is why my download speed is so appalling; something I have guessed at ever since I signed the contract. However, this does NOT explain why my signal has gone from reasonable to bad... I am lucky these days if I have three bars whereas initially at least I often used to have 5!!!
I just want to be able to do my work and stop having to make excuses to people because I have had no internet access - I would also like to be offered a refund for money I have wasted over the time of my contract.
