No internet access between 17:00 - 23:00

I'm unable to access the internet with my Cell C datastick (2 Gig / month contract) between 16:00 to 23:00 since March 2013. Internet speed is fine during lunch hour and in the mornings when I'm not at home. Internet is so slow after 17:00 that I cannot open any page and I had to lodge a complaint via my Vodacom data-sim. I phoned Cell C who said that there are too many users on the internet during that time! WTH - if you can't provide a service don't sell it! I have to pay for a service that is not available. I received ref number (TT 1785924) from Cell C on 26 April after lodging complaint on 9 April, but I still do not have any internet. I received the following from Kishan on 27 May 2013 "Our network team in the region has confirmed the site in your area will be upgraded." So, Cell C acknowledges that they cannot provide a proper service to me like they have done for the past 24 months (going backwards?), in fact no service between 16:00 and 23:00 during the week. So what should I do in the interim, go to Vodacom or MTN? Fact is that I've paid for my data-stick for 12 months up front - will Cell C pay my money back for the period that they can't provide a service to me?
