Charged for a phone I don't have

It's been about a month now, Vodacom Consumer Website Team kept replying to my hello peter complaints that the issue will be sorted out, but nobody from Vodacom has bothered yet to call and sort it out. Vodacom not only charged me for the phone they did not deliver but it turns out they sold my phone to another customer.
In my recorded conversation when I first ordered the phone, I was assured I would not be charged without getting the phone. However this has not been the case.
