Overcharging of account

Someone added a line on my account and I notified vodacom shop within 24 hours and they promised to sort out the issue and that I won't be billed for that.
They billed me for that in the first month and I called their call centre several times and they promised I will be refunded.
Everytime I call I get a different story.
Even promised their forensic investigator will contact me but nothing instead they billed me for the line again that they promised its blocked
