Telkom finally showed up but driver drove away

This morning Telkom showed up to fix my line after 5 weeks now. The guy stopped at my house and rang the door bell. When I went down stairs to open the door the guy already left. I ran after him whistling and waving my arms, but he just drove on. I was not even 3 meters from behind him at this point and I could see his window was open. I would like to know who is responsible for this and I am going to launch a complaint against this person. Thank you Telkom for making me wait 5 weeks and firstly sending an incompetent man to fix my line and now this you really.
