3G DATA SIM STILL NOT REACTIVATED AFTER TWO WEEKS

I upgraded my contract at the beginning of November to a My Meg 3. Up until then I had an extra micro sim for my Ipad. Towards end of November, my data sim stopped working. I discovered that I was put on a top up contract which cancelled my data sim. I was at the store on 29.11.2013 and it was agreed we would migrate my contract back to open contract and that a new sim card would be issued. It would be activated on 01.12.2013. This did not happen. Vodacom was on and off line.By the Thursday, a twin call was activated on the sim. So now I have to go back to the shop for a new sim card again. However, they have not been able to activate a new sim. The excuse now is that the one computer programme sees that the migration to a open contract has been done, but the other computer programme does not. I now have been told I must wait till 01.01.2014 to activate the new sim. My question is what will make it work on 01.01.2014 if it didn't 01.12.2013. I require this service urgently. I've spent time on the phone to the shop and the call centre. No one will take responsibility, the blame is lying with the trade partner, who I can't even contact.
