Bad service, yet again

I have been struggeling with Vodacom since 7 Nove 2013. I did a upgrade online the S4 was suppose to be deliverd in 24h, but wasn't when they did deliver is I wasn't at work I have been struggeling since then to cancel the online App. I did a hello peter complain and the gentlemen that called me from Vodacom said he will cancel it I can upgrade now when I tried 2 it was unsuccesful because there's still a pending Quote and 2 days again I received a mail its canceled and now that I want to upgrade its unsuccesful I don't qualify. HOW DOES THAT WORK. They lady from the call centre said just before she dropped the line on my "The deals changed" If I got good sercive from the beginning I will have the phone before the deals changed. Why if the Call centre can't awser your Questions they hang up?
