Being charged for BIS even though I don't have BB

I upgraded my contract some time ago from Topup 135 (with BB) to Topup 135 (with S3 Mini) but for some reason I'm still charged for BIS every month even though I don't have a BB contract any more.

I've spoken to two agents and the branch regarding this. The first lady could not figure out the problem and the other agents promised that this will be reverted. Unfortunately they didn't do anything as the charge once was added to my November bill. The one agent at Vodacom didn't even know that Topup 135 included a 100mb data bundle and told me the BIS fee was for that which is obviously incorrect.

All I know is that my contract is R199 per month but Clip at R9.50 or whatever so the R270 I'm being charged is incorrect.

I don't understand why something so simple is so difficult for Vodacom to rectify.
