Refund on cancellation of service

I have been attempting for 3 months to get a refund amount paid to me. I have made over 10 phone calls, received hundreds of reference numbers and consistently get no service from any Telkom employee. It finally got the point whereby someone called Ndumi said that the refund was authorised and paid on the 19th November, but no money has been transfered to my account. Ndumi says I need to speak to the billing department and find out why is has not been paid. When I call the billing department they say that they will send an email to Ndumi asking why it has not been paid. Complete uselessness and lack of accountability and a process that goes round and round in circles.
