Same bad service after apology

I received a call from vodacom direct offering me to upgrade my contract with free BIS. I accepted and was given a reference number in confirmation. At month end my BIS disappeared. For days I could not get anyone at the customercare desk to assist me and out of desperation sent an email. I heard nothing for 2 weeks until Moenier De Vries called to apologise for the mess up and he confirmed that he will credit my account for the additional charges of BIS and immediately add the free BIS as agreed. I NOW HAVE NO BIS!!! And again cannot get any assistance (as we all no their are ghosts working at vodacom) and nobody can give me a contact number or email for Moenier De Vries..I have today called 6 times and sent 5 emails. Even with the confirmation email sent by Moenier De Vries stating the confirmation of the upgrade and free BIS, nobody can assist.
