Unfair Practice with carried over data

Normally when a person accumulates things that have an expiry date, such as points on rewards programs, credits, free airtime etc., when you use those things, the ones that are about to expire first, i.e. the oldest ones, are used first. This is fair and ethically correct.
But Vodacom don't do it like that with their data packages (I haven't checked airtime); when you carry over data from previous months, that data doesn't get used up first, your current data gets used up and only then does your old data that is about to expire start to get used!
Unfair? Absolutely!!!
Take this scenario: You buy a 3GB data package at R149/month and you don't use it for 2 months, so in the 3rd month you have 9GB available for you to use; so far so good.
In that month you use 6GB, so the following month you should have 6GB available right? (9-6 3 for the new month).
Nope, not in Vodacomland, because they allocated 3GB from your current month plus 3GB from your previous month and the 3GB from your first month expired, so you just have your normal 3GB!!!
This is daylight.
Does the Consumer Protection Act cover this sort of skulduggery?
I hope so because I want to report them.
