DSL repaired twice but do not work

I had my DSL line reported for poor performance. It operates as 0.54kbps instead of 2MB as I'm paying for. Telkom "fixed" it twice and still there is no improvement. I keep on reporting this without anything being done to fix it. This renders my data line useless.
