Cancelling of BIS monthly on Contract

My contract is not yet 6months old. I have been having problems.
For the last four months: On the 1st of every month my "free BIS for 24 months" gets cancelled of my cell. It is not only annoying but frustrating. I contact the call centre, the ask them to reinstate my BIS, they then request that I should go to the store in which I signed my contract. I go in there, have to follow long queue and then my BIS is installed. This is generally three days later.
When my account comes they charge me for the BIS. I then call the call centre and it takes a week for them to refund my account.
Once again my BIS is not working. I do not know what to do!!
I want someone with the correct mandate to contact me and get this BIS problem fixed. I cannot go on like this for the next two years...
