Billed for a phone not in use

I reversed an upgrade with vodacom (within the allowed 7 day period) and am still being billed for a phone I have never used. I get calls saying they are going to blacklist me, but am not liable to Vodacom in any way. I have been back to Customer Care Sandton 4 or 5 times and the problem has not been resolved.
