Vodacom bills for canceled contracts

I canceled my contracts with Vodacom on 25 March 2013 due to Vodacom downgrading tower in my area. I got a letter from Vodacom to the effect that I wont be penalized form premature termination of contracts. In July 2013 I complained at Vodacom, it took me several hours through their call center, Vodacom acknowledged their mistake, promised to cancel the contracts and pay back my money within 7 days. It never happened.
In October I was still being billed. Went through the complaint again, again took several frustrating hour due to unskilled call center operators. On 1 November 2013 Vodacom again acknowledged their mistake, said sorry, and promise to rectify and pay back my money within 7 days. IT DID NOT HAPPEN.
Vodacom keep on promising to phone me back, they never do.
Vodacom never return a e-mail.
