No service, Waiting for call centre, no recourse

On the 13th of November I came back off leave the Telephone had no dial tone after phoning several times we eventually managed to make contact with a Technician who made an appointment to come out and repair the faulty phone line I waited in all day for him to arrive he never pitched up.
We phone every day trying to get service using our cell phones, we wait a about twenty minutes to get a reply when we eventually make contact with someone at Telkom we can hardly understand a word they are saying.
We have reported this fault many times each time we get a reference number and that's as far as it goes.
I just can't get service from Telkom and we have no recourse.
Our Cell phone bills are going to be astronomical we have wasted hours on the phone trying to get service the people at the call centre don't no what they are doing and don't want to listen to our complaints.
When they can't give you a straight answer they just hang up, they know that you will eventually get fed up phoning back.
The people at the call centre need better supervision
I have business calls coming into this number after hours, I don't know what effect this is having or how much business I have lost
