Failed download but billed for it

I tried to download a song on Vodafone Live a couple of months back and I was billed for that song and it never downloaded, for a couple of days after that download, there was a link on my Vodafone live to re-try the download if it had failed. After 30 days, the link disappeared, I called the customer care and I was told I need to go to a vodashop for assistance, at the vodashop I was told they do not deal with such queries. Last month, out of frustration, I looked for Vodacom's customer care e-mail and I e-mail my complaint, that was in October. I only received an automated response with a Ref No ..." Your reference number is: 007M~MJ6D".
That was it, no other response. What do I do when I am charged and no one is willing to assist?
