Billed but phone not working since received

I took out a new contract on 18 November.
Received the phone 19 November.
Activated SIM 19 November.
Phone did not work with SIM on 19 November.
Made several calls to call centre (and after sales and... and... and...)

They have finally agreed to send me a new phone and SIM - hope to receive it this week sometime, but... I have already been billed for the original SIM activation which as indicated above does not work - the phone is broken!

Tried to phone call centre, but after holding for 6'22" decided to come here instead.

Please do what you can to reverse this billing as I should only be billed once the SIM is activated and WORKS!
