False information, refund and bad at following up

I called Vodacom's call center to see if my sim in my dongle was still activate as I havn't used it since January, and I thought it would be locked. The person I spoke to checked, and said it's not. Even though I told her that it doesn't work when I try put it in my phone etc. She told me to just go buy Data, which I did. It still didn't work. I called the call center again. Asked to make sure my sim isn't locked. The second person told me to go buy airtime, and unlock it. Still didn't work. Third time I called the call center, the guy I spoke to checked, and said that my number was in fact locked, and that they had given the number to another customer. HE said my money for the data (because I was wrongly advised) would be paid back to me withing 24 -48 hours. This was two weeks ago. I have followed up twice on this issue, only to be told someone will contact me the next day. I am really annoyed, and will not renew my cellphone contract with Vodacom as this experience is really showing me the quality of their customer service, and it seem that 2 out of every 3 call center staff are incompetent. I still want the money for the data bundle paid back to me though. Ref S3-T61CY-YIXT
