Blatant withholding of billing info/Airtime taken

I was contacted by a Vodacom sales consultant in September who informed me that both contracts i currently hold will be made defunct namely Top Up 100 and i need to migrate both contacts to Top 200 effective from the 01st October 2013. i agreed to the migration after the consultant specifically stated that i would only be billed R400 per month for both handsets. Imagine the sheer shock when i received my latest statement for November 2013 reflecting my billed amount would be R489 and not R400 as indicated. On top of that the second handset (Galaxy Mini) mysteriously takes the monthly airtime loaded on the the handset each month.
This is utterly ridiculous
