Throttling on premium account with no warning

Last month I changed my ADSL subscription from a 512kbps uncapped, unshaped line to a 2mbps uncapped, shaped premium line. The premium line is advertised as not being throttled whereas the standard line is advertised as being potentially throttled.

Standard throttled line:

Under the standard line advertising, it says that download speeds may be throttled for high usage users. But under the Premium Line advertising, it says that the only limitation is that there can be no concurrent sessions. Then yesterday morning at about 3 AM, my download speed suddenly plummeted from 1.6mbps to 0.04mbps. I thought there'd been a mistake. Nope. I was wrong. I called Mweb tech support this morning and the woman informed me that starting from the 1st of this month that they were implementing a throttling policy on the premium accounts. I was given no warning at all. What am I paying for then? My internet is so slow I can barely load my Gmail. I will be changing ISP to Afrihost or Telkom. This is egregious.
