Selling phones that they don't have

I logged on to the online store in the morning of the 5th of Nov to buy 2 iPhone 4S', payed for them an got a confirmation email with order number. Then later that night logged on again and bought another one. Now 9days later the 1 I ordered arrives and I phone to find out where the other 2 are they tell me that they don't have stock and I will get a refund? How do they only notice that they don't have stock 9days later while they sitting with my money and who knows how many other people's getting the interest?
