Vodacom Cannot make decision on upgrading

I took Gap contract in 2011 and I really need to upgrade to Red Advantage plan which offers Galaxy S4 with Tab 3 special. I have experienced too much difficulties with Vodacom in doing that which makes me think of doing away with loyalty to them and take another SP. I was suppose to upgrade on September but chose to do it this month of November 2013. I phoned the upgrade department and the y advised me to phone the 0821905 to remove Gap status on the system so that they can upgrade me. I then phoned 0821905 and subsequently referred to Supervisor called Petronela, who said they can also not remove the status before upgrade is done. I therefore suppose to call the upgrade department to upgrade me and then they can remove this status. She advised me it is how its done in most cases, I then went back to upgrade and spoke to Lucky who made me hold for more than 8 minutes whilst checking with the people that were saying that I should upgrade first. He came back to say it cannot be done, whilst Petronela told me this is how it was done in the past. If it was done for a specific client why not me? Is it because I am only paying about R1000 a month and to me that is decent amount.
