Charged for call even though i have free minutes

I have a contract with CellC that gives me 200 free minutes 200 free smses and 200MB free every month. Got my bill and apparently you pay for all 086 numbers even though you have free minutes... i didn't c this on my contract nor did anyone from CellC inform me about this.
