Dual Call2 still not working for more than a month

I am not sure what has happened to MTN is the last few months but the quality of service has dramatically deteriorated.
I requested for the Dual Call facility to be enabled for Data & Voice and firstly was given a new sim and told that the process will take 24 hours to resolve. After a week the service was still not working and after contacting the call centre a few times I was told to go back to the branch as they are the only ones that can resolve the issue. At the branch i was told that the sim was faulty as well as they have loaded the incorrect dual call (data only). They then proceeded to give me a new sim and told me that everything should be fine now and working after 24 hours... well low and behold another week later and still the service is not working. On further calls to MTN I was then told that they are aware of the problem and the technical team will resolve the issue.
Can someone from MTN please let me know what exactly is the issue as I seem to be always put off that the issue is resolved and then i have to call to tell them it is still not working! I am really that a standard service offering could be so problematic at MTN.
