Bad service but no refund

I gave VODACOM evidence of "no connection" and "edge" -connection which results in data duplication over and over again and demand a refund. Big Brother just do not come back to me although one of their technicians declare in my home that he agree that I have a problem. What do you people out there advise me to do?
