Cell C
No proof of a contract

Since October 2012 I have been trying to sort out this issue on behalf of my brother. My brother does not remember taking out a Cell C contract at all. He does not even have a sim card for this cell no. After emailing a police statement to the Department and a copy of his ID as per their request, in December 2012, there has been no feedback from them. I have asked for feedback a couple of times but nothing has happened as yet. There was said that no proof of a contract can be found, now why are they not getting back to us with this matter?
