Telkom owes me R2854!

According to Telkom our lines has been on 1 May 2013. They keep on postponing the date when our lines will be replaced. (16 times so far) According Telkom's invoice they also owe me R2854.15 for the past 6 months! I requested that they refund me but they keep on changing the amount. Started of telling me they actually owe me nothing, then apologized came up with a different amount and last week they phoned me with yet another amount. And then Telkom had the odasity to tell me that they won't refund me but will keep the credit amount for when they fix my line. Please Telkom stop blaming your "system" for staff not doing their work. Please pay me back the money you owe me and please replace our lines!
