Technician still hasn't arrived to fix phone line

Telkom technician Norman still hasn't arrived to fix our line that the rain destroyed. He said that he was there last Thursday 24/10/2013 from 3pm-4pm, but my son arrived home at 3.30pm and he wasn't there. He then said he would be there on Friday afternoon, but never arrived. Norman then said he would come on Monday & would phone to confirm, he never phoned & he didn't arrive either. We still have no telephone service a whole week later = VERY POOR CUSTOMER SERVICE. We cannot even get through to Norman on the phone to find out what is going on??? To make things worse, our line has been fixed many times previously because it always stops working when it rains, but is always noisy & people cannot hear us on the phone, when it is actually working. Why can't Telkom can fix it permanently & give us a line that people can actually hear us on?
