New client, no phone yet i get billed?

I hope you can assist me. I have applied for the S4 deal online with you guys last week. I got an email stating it will go through an approval process and i will be contacted to notify on delivery. I have not got a call or email back. I dont even have the phone/contract. How can you guys debit my account for something i dont even have yet?
